This video shows a gang of street robbers at work in Bogotá. The commentary is in Spanish, but you’ll probably get some of the interesting point from mere watching: how they change clothes, how one of them picks a victim and indicates the pick to others, or how they literally overpower their target.

From an Australian campaign against mandatory bicycle helmet laws:
They picked a perfect analogy. Here in Germany, the number of people drowning and the number of people dying in bicycle accidents, repsectively, has the same order of magnitude: a few hundred a year. Both cycling and being around water are everyday activities for most of us, and the overall risk remains pretty low. Yet in one case we frequently discuss the need for protective gear as if it were particularly dangerous, while in the other, we just shrug it off—if the matter comes to our attention at all.

TL;DW: Non-lethal weapons don’t replace lethal ones, they replace means used below the threshold to deadly force. In the hands of the miliary, non-lethal weapons may be used to make lethal weapons more effective. The perfect non-lethal weapon is also a perfect instrument for torture.
